How have you acquired your expertise in state and federal regulations?
My initial experience with the regulations that govern institutions that house and serve the elderly began in 1987 when I resided in a multi-level Continuing Care Retirement Community as part of my doctoral research.

Shortly after receiving my Ph.D. from Temple University in 1990, I was hired as a professor at UCLA. During my lengthy academic career at UCLA, I taught gerontology to social workers, nurses, medical residents and other healthcare professionals. These courses required that I cover relevant state and federal regulations. Consequently I gained knowledge of state and federal regulations by familiarizing myself with the codes and keeping abreast of updates and changes to the codes over the years.

I was also trained to be a Long term Care Ombudsman and was an active ombudsman for four years. That work required extensive knowledge of state and federal regulations. In addition, I received my Residential Care Facility for the Elderly (RCFE) administrator license. The training and exam for the RCFE administrator license focused on pertinent regulations.

What does a Long Term Care Ombudsman do?
The primary responsibility of a Long-Term Care Ombudsman is to investigate and resolve complaints made by, or on behalf of, individual residents in nursing homes, residential care facilities for the elderly, and assisted living facilities.  The Ombudsman also serves as an advocate in the long-term care system, working to improve its laws, policies, regulations, and administration through public education and consensus building.
